When talking to Carl during the Serving Emergency quest, I was able to move around as normal during the cutscene, and watched myself talk to Carl as the turkey went by.
Long description:
I ran up to Carl and talked to him, and I entered what I believed to be a cutscene, however I was still able to move around and attack mobs as usual during said cutscene.
